In accordance with the amendment to the law, the definition of an orphan of a hostile action casualty has been expanded to include those who were orphaned up to the age of 30 (including orphans who were orphaned after the age of 21, and who had not yet turned 30 on the day the law came into effect). In addition, orphans of hostile actions casualties are entitled to monthly benefits starting at the age of 21 (barring exceptions). The amendment took effect as of February 1, 2026.
Please note that for orphans up to the age of 21, supplements are paid to the widow or widower in the monthly benefit or a benefit to the guardian of the orphan.

Monthly compensation for orphans up to the age of 40
An orphan of a hostile actions casualty will be entitled to a monthly compensation:
- A monthly compensation of NIS 3,651 will be paid to an orphan who has reached the age of 21 and has reached the age of 30.
- A monthly compensation of NIS 2,000 will be paid to an orphan between the ages of 30 and 40.
A one-time grant for orphans who were orphaned before the age of 21 and who turned 30/40/60 on the day the amendment to the law comes into effect (February 1, 2026)
- An orphan who turned 30 on the day the law comes into effect, and has not yet turned 40 – will be paid a grant of NIS 25,000 on the day they turn 40, as well as an additional grant of NIS 25,000 upon reaching the age of 60.
- An orphan who turned 40 on the day the law comes into effect, and has not yet turned 60 – will be paid a grant of NIS 25,000 on the day the law comes into effect, as well as an additional grant of NIS 25,000 upon reaching the age of 60.
- An orphan who turned 60 on the day the law comes into effect – will be paid a grant of NIS 50,000.
Compensation for an orphan defined as an "independent orphan"
An orphan who is forced to sever dependence on a widow/widower or guardian after the age of 18 and before the age of 21 by a court decision or on the recommendation of a rehabilitation officer, may receive a monthly compensation in place of the supplement paid to the widow/widower or the compensation to the guardian.
Amount of compensation:
- Between the ages of 18 and 30 – a monthly compensation of NIS 8,665.75 will be paid.
- From the age of 30 to the age of 40, a monthly compensation of NIS 2,000 will be paid.
Please note:
An orphan who was recognized as an "independent orphan" due to marriage before the age of 21 will be able to receive compensation in the amount of compensation for an independent orphan (NIS 8,665.75 ) only until the age of 21. After the age of 21, the rules applicable to other orphans will apply to him. That is, a monthly compensation of NIS 3,651 until the age of 30. And a monthly compensation of NIS 2,000 between the ages of 30 and 40.
A non-autonomous orphan
An orphan over the age of 21 who is not autonomous due to a physical or mental disability and has no income to support himself (income that exceeds the disability benefit by 100%), he or someone appointed to take care of his needs will be able to receive a monthly compensation of NIS 8,665.75 , without age restriction.
Eligibility will be assessed when the orphan reaches the age of 21 or at the age at which he was first orphaned (up to the age of 30), whichever is later.
An orphan who is in a state-funded institution or hostel is only entitled to 20% of the compensation as pocket money.
An orphan who lost both parents, only one of whom perished in a hostile action
He or she will be entitled to compensation at the rate that an independent orphan is entitled to (NIS 8,665.75 ) for 13 years until they reach the age of 50 (whichever comes first). The compensation will be paid from the age of 21 onwards or from the date on which they were orphaned by the other parent, whichever is later.
After that, if the 13 years ended before the orphan reached the age of 40, he will be paid a monthly benefit of NIS 2,000 until he reaches the age of 40.
For example:
An orphan whose one parent died of an illness when he was about 18 years old and at the age of 22 the other parent was killed in a hostile action, will be able to receive the benefit until he reaches the age of 35 (according to the calculation of age 22 + 13 years). From the age of 35 to the age of 40, he will receive a monthly benefit of NIS 2,000.
Please note: An orphan who was orphaned due to a hostile event before the age of 21 will be subject to the laws that apply to any orphan under this age, and in the event that the other parent also died before the orphan reached the age of 21, 13 years will be counted for the purpose of paying compensation to an independent orphan starting at the age of 21.
For information on entitlements for orphans whose both parents perished in a hostile action
